Prisoner Ombudsman Publication Scheme

Welcome to the Publications Section of the Office of the Prisoner Ombudsman for Northern Ireland.

Under Section 19 of the Freedom of Information (FOI) Act 2000 all public authorities, including the Office of Prisoner Ombudsman, which was designated under the FOI Act in October 2011, have a duty to maintain a Publication Scheme outlining what information they publish, how it is made available, and whether this information will be available free of charge or on payment.

The Publication Scheme is based on the Information Commissioner’s model scheme for non-departmental public bodies (www.ico.gov.uk) It describes the information the Office of the Prisoner Ombudsman publishes or intends to publish, and where it can be accessed.

The information that falls within the publication scheme is available free of charge unless we consider the cost to be excessive. All requests for information will be acknowledged and a response issued within 20 working days.

Where possible the Office of the Prisoner Ombudsman will publish information on its website. However, as we accept that some people do not have access to, or are not comfortable with the use of the Internet, we will provide an alternative form of publication in each case.

Please note that the Office of the Prisoner Ombudsman has a disclosure policy which governs the disclosure of information relating to individual complaint and death in custody investigations.

Disclosure Policy

A wide range of Department of Justice policies and procedures relating to the operation of the Office of Prisoner Ombudsman are currently only available free of charge, in hard copy.  If you cannot find what you are looking for above, please contact us to let us know what you require.

Requesting Information - the Freedom of Information Act

The Office of the Prisoner Ombudsman is committed to providing as much information as it legally can about its work. If you want information which you think the Office has, and which you cannot find in the Publication Scheme, please ask us for it.

The Freedom of Information Act gives individuals or organisations the right to access information from any public authority, unless there are exemptions under the law which prevent such access.  For a full list of exemptions under the Freedom of Information Act please click here.

To make a Freedom of Information request you must:

  • Provide your name and address for correspondence;
  • Make it in writing; and
  • Be as clear and specific as possible about the information you want.

Please identify any accessibility requirements you may have and if you need to receive the information in an alternative format, eg, large print, tape, Braille, etc.

Please mark all correspondence for the Director of Operations, Office of the Prisoner Ombudsman - Freedom of Information [FOI] request.

The Office of the Prisoner Ombudsman will consider your request and respond to it.  In general a response must be provided within 20 working days.

We will try to ensure that you are not charged for the supply of information. If there is a cost involved, we will let you know about this beforehand.

If you are dissatisfied with our response, you should put your complaint in writing to the Prisoner Ombudsman - at the following address:
